Plaintiff was employed at the Veterans Residence as the Human Services Director of Operations. She arrived at work that day when she was informed that a resident veteran had attacked a member of the staff and that staff believed the veteran was a danger to himself and others. The officers were at the Residence when Plaintiff arrived. They were presented with evidence that the veteran had assaulted staff, was a danger to himself and others, and emotionally disturbed. But they ignored the staff's complaint and request to take the veteran to a local hospital for evaluation and treatment. Plaintiff explained the situation to Sgt. Porter but he refused to help, warning Plaintiff that he didn't want to be back here again. After an evaluation of the veteran, staff again called the police. The four officers returned to the Veteran's Residence. Sgt. Porter called out at Plaintiff \"Why am I here\" and ordered Officer Desirjean and the two unnamed officers to arrest Plaintiff. These officers manhandled Plaintiff and placed her in handcuffs. They also searched Plaintiff and took her personal items from her. The officers chastised Plaintiff for calling the police again, even when she did not.
