He was hit repeatedly in the left ribs and thighs with a nightstick. Defendant officers, including defendant Detective Smith, also pointed their guns at Mr. Casiano and he was naked when he was removed from the bathroom. Mr. Casiano did not resist arrest and he was handcuffed and shackled at the feet, waist and wrists. He was not provided with a reason for his arrest.\n\nMr. Casiano was transported to the 47th Precinct, where he repeatedly requested medical attention but his requests were ignored. Subsequently, Mr. Casiano was transported to Central booking. While there, he was interviewed by medical\npersonnel who documented his injuries and sent him to the hospital, where he\nreceived medical treatment. Approximately five days later, Mr. Casiano was charged with Promoting Prostitution, Promoting Sexual Performance of a Child, Endangering the Welfare of a Child, and Forcible Touching. There was no objective evidence he had committed any crime. Regardless, Mr. Casiano was arraigned\non the charges and he remained in custody even after the dismissal of the charges as the result of a parole hold until approximately March 17, 2022. In total, he was illegally confined for more than three years. During his confinement, Mr. Casiano was subjected to depraved, filthy and inhumane conditions and was attacked by several inmates while in custody, suffering numerous lacerations to his face, ear, upper back, and behind his head. He was also beaten by Department of Correction\nofficers while in custody. Mr. Casiano suffered severe emotional harm as a result of defendant NYPD Officers actions.
