Plaintiff was in the vicinity of 412 8th Avenue New York. He was approached by an elderly white couple asking for travel directions. Shortly after the interaction, Defendant NYPD Officers approached Plaintiff, stopped him, and grabbed his body and arms to prevent him from moving. Defendants searched Plaintiff without any probable cause or indicia of contraband or unlawful activity. Defendants forced Plaintiff's arms behind his back and placed tight handcuffs to his wrist causing injury, pain, and discomfort, and brought him the Midtown South Precinct. \n\nPlaintiff was detained for several hours and then released with an order to appear for his charges. Defendants knowingly gave false information to initiate criminal prosecution against Plaintiff. Defendants targeted Plaintiff for his arrest and charges based on his race as a Black man rather than on any probable cause or justification. This misconduct is the product of a larger NYPD practice of targeting Black men.
