Plaintiff had committed no traffic infractions that could justify defendants' pulling him over. Defendants then approached plaintiff's vehicle and requested plaintiff's ID and registration. Plaintiff complied and handed the ID and registration through the window, while asking defendants why he was pulled over. Defendants then ordered plaintiff out of the vehicle, and as plaintiff was unbuckling his seatbelt, the officers opened the car door and accosted plaintiff, pulling him from the vehicle and arresting him with tight handcuffs. Defendants searched plaintiff and his vehicle, with no reasonable cause or suspicion, but no contraband was found. Plaintiff was then taken to a police precinct, where he was searched again and detained. Defendants falsely reported that plaintiff was refusing to comply with police orders and possessed pepper spray, but the DA's office refused to prosecute plaintiff and all charges were dismissed.
