Detective Moultry illegally falsified his DD5 NYPD report when he recorded that he heard the complainant's 911 recording say they were stabbed by an unknown perpetrator inside of apartment 2F, where one of the criminal defendants, Dana Ashmore, lived. In fact, the 911 recording had no mention of Apartment 2F and no probable cause to link Plaintiff to the crime. The victim Elijah Palmgren stated only one person was involved in the attack, suggesting it could be Dana Ashmore; Plaintiff was never mentioned. Detective Moultry then filed a report that lead to Dana's arrest and listed a possible suspect named Damien, not Dana. Palmgren sent a photo of Danna to Moultry; the photo also portrayed Plaintiff. Detective Moultry then incompetently decided that Conyers was an accomplice to the attack and coerced the victim to falsely identify Conyers in order to assist with Palmgren's open gun case. With this ID, Detective Moultry no longer had to investigate the underlying case.  Detective Moultry deleted all texts with the victim prior to February 17, when the victim sent a photo of Dana that included Plaintiff. The victim Palmgren submitted affidavits of facts to the DA and court recanting his testimony naming Conyers and stating that it was the result of Moultry's coercion. Plaintiff was arraigned on March 28, 2018 and unable to post bail, so he remained incarcerated until July 31, 2019.
