After the officers placed Plaintiff in jail, he began to feel significant chest pains.  The officers refused to provide treatment to Plaintiff.  When the officers finally agreed to call an EMS, they demanded Plaintiff be treated in his cell.  Plaintiff, handcuffed, was eventually ambulanced to a hospital, where his heart condition was treated.  Plaintiff was then returned to the precinct.
