When Torres saw the officers approaching her doorway, her anxiety began to spike. Torres told officers her neighbor punched her in the face, showing her injured face. Officers spoke to the neighbor. Officers arrested Torres and the neighbor. Officers forced Torres out of her apartment and handcuffed her in the hallway. Torres informed officers she had shoulder problems and asked them not to handcuff her behind her back. Officers disregarded Torres’ pleas and handcuffed her behind her back causing her serious pain. Torres was taken to the 103rd Precinct, then transferred to Queens central booking. Torres informed officers the handcuffs were too tight. They ignored her, made a turn, and caused her shoulder to become dislocated. After 23 hours of detention, Torres was charged with harassment and assault.
