The Defendants twisted his right hand and put him in tight handcuffs. A Defendant officer also kicked Plaintiff in his right leg. Plaintiff asked multiple times for Defendants to loosen his cuffs, but they ignored him. Defendants then put him in a police vehicle and transported him to a police precinct. Plaintiff was in tight handcuffs for the entire ride as well as approximately half an hour at the precinct. Defendant Bruce Ceparano conferred with Defendant Pelinku and prepared the paperwork and signed off on the Plaintiff's arrest, resulting in his continued confinement. Defendants continued to imprison Plaintiff until February 9, 2012 at approximately 8:00 p.m., when Plaintiff was released without being charged with any crimes or offenses.
