Defendant Ward ordered the plaintiff to step outside the vehicle and the plaintiff questioned why he needed to step outside.  Defendant Ward responded by opening the driver's door and forcibly removing plaintiff from the vehicle.  Defendant Ward told plaintiff that he was pulled over because he failed to use a turn signal before turning, despite the plaintiff having used a turn signal and not having violated any traffic laws. Defendant Ward tightly handcuffed plaintiff and then placed him inside the police vehicle, while defendant Doe searched plaintiff's vehicle.  Defendant Doe falsely claimed to have found a \"gravity knife\" inside plaintiff's vehicle.  Then, defendant Doe physically seized and drove off with the vehicle and and defendant Ward transported plaintiff to the 103rd Precinct.  Plaintiff was imprisoned at the 103rd Precinct for several hours, before being transferred to Central Booking, where he remained for over 12 hours. While in defendant Ward's custody, plaintiff repeatedly complained that the handcuffs were too tight and causing him pain; defendant Ward ignored all of plaintiff's complaints.  Plaintiff was subsequently charged with criminal possession of a weapon in the fourth degree and a violation of NY's Vehicle and Traffic Law.  In support of criminal prosecution, defendants Ward and Doe knowingly made false accusations against plaintiff.  Defendant police officer Kipp, Ward and Doe's supervisor, sanctioned the actions of Ward and Doe.
