PO Floydfulmore grabbed the first Plaintiff, handcuffed her on one hand, dragged her to and across the ground by the handcuffed wrist, threw her over his shoulder and groped her genitalia as she cried for help. PO Tello was present at the scene but ignored PO Floydfulmore's conduct. The second Plaintiff arrived at the park in an Uber and witnessed his sister and other relatives being violently arrested. When he inquired as to the reasons, he was shoved by three police officers, one of whom grabbed his shirt and pushed him to the ground so violently that his shirt ripped off his body, and the chain around his neck broke. He was then handcuffed and thrown into the police vehicle with such force that his head banged against the door frame. \n\nUpon arrival to Police Service Area 3, the first Plaintiff reported her assault to NYPD Captain Raymond Kwong, who audibly laughed at her. Defendant police officers provided the DA's Office with false and misleading information that Plaintiffs had committed crimes. Nevertheless, on or about July 23, 2023, Plaintiffs were arraigned in the criminal court and thereafter released on their own recognizance. Plaintiffs sought medical treatment for their injuries, including a rib contusion and nerve damage in the wrists.
