Thereafter Plaintiff reported to ACS the father was returning F.J.S-R. in poor health, sometimes with swelling to private areas. These instances were corroborated by hospital staff and the child's pediatrician, who suggested visits be suspended until an investigation was conducted. Plaintiff successfully obtained an order suspending the father's visitations and on or about June 15, 2010 went to the 72nd Precinct on her attorney's advice to report a possible molestation charge against  the father. Lt. Jaime Ortiz directed the complaint to be filed with BCAC and refused to take a report. Plaintiff attempted to file a complaint with BCAC via Det. Deborah R. Hawkins, who berated her, refused to file a report, and told Plaintiff to expect a phone call in a few weeks. \n\nInstead of filing the report on Plaintiff's behalf, Det. Hawkins instead filed a report naming the father as the complainant with a basis of neglect and threated the child's pediatrician with arrest if he filed further complaints against the father. On the basis of this the judge's order was reversed, the father's visits were reinstated, and injuries to the child's private areas recurred. On or about June 29, 2010 Plaintiff filed a complaint against Det. Hawkins, Lt. Ortiz, and the 72nd Precinct detective squad for failure to take action. Thereafter ACS alleged Plaintiff and her child had been kidnapped, and solicited the aid of the 72nd Precinct to locate them. On or about June 30, 2010 Dets. Donnamarrie Mazza, Todd Nagrowski, John Taylor, Christopher Karolkowski, Deborah R. Hawkins, PO John Roberts, and/or Lt. Jaime Ortiz kicked down Plaintiff's door and ordered her to return with them to the precinct, threatening removal of her child if she did not comply. Thus threatened, Plaintiff did so. \n\nAt the precinct Plaintiff was interrogated without her attorney, who was present at the station and demanded to see his client. On or about July 1, 2010 F.J.S-R was removed from Plaintiff's care, placed with the father, and Plaintiff was falsely arrested for endangering the welfare of a minor due to taking pictures of the child's alleged injuries. Plaintiff was released several hours later when the District Attorney concluded no criminal act occurred. When Plaintiff was released on July 1, 2010 she called ACS to ask where her child was and was informed a hearing was taking place that same day to legally transfer the child to the father's custody. However, ACS intentionally did not tell Plaintiff when the hearing was occurring. \n\nPlaintiff was thereafter only allowed supervised visits in which the son would occasionally complain of the same injury that initiated these events. ACS falsely alleged Plaintiff was mentally unstable, intentionally failed to appear at more than 38 scheduled visitations between Plaintiff and her son, and failed to maintain related documentation. At some point Plaintiff was charged with neglect but the action was dismissed on January 26, 2015.
