Defendants, including PO Mark Mobarek and Detective Lawrence Bray, , absent an arrest warrant, probable cause, reasonable cause or any legal justification, approached Plaintiff for no reason and summarily stopped, searched, grabbed, assaulted, battered, and detained him in an aggressive and excessive manner.
