Plaintiff’s manager tried to talk to the officers, but after a few minutes the officers returned and arrested Plaintiff. Captain Noonan handcuffed Plaintiff in an overly tight manner and then placed him in a hot police car for over an hour. When Plaintiff appeared in court, he was told all the charges were dropped and no appearance was required.
