Plaintiff questioned Defendant Officer Rosato’s attitude toward him, at which point Defendant Officer Rosato grabbed the Plaintiff’s arm.  Plaintiff was able to free himself and escape into the crowd.  Defendant Officer Rosato then filed false disorderly conduct charges against Plaintiff.
