Later, a blood test showed Plaintiff’s blood alcohol level to be well below that required for an allegation that he was driving while intoxicated. However, POs Williams-El, Michael Knopf, and John Doe (the name John Doe being fictitious, as the true name was unknown at the time the complaint was filed) – at least one of whom, upon information and belief, had the responsibility of providing the test results to the DA’s Office – failed and refused to provide the test until January 10, 2013.
