PO Floydfulmore grabbed the first Plaintiff, handcuffed her on one hand, dragged her to and across the ground by the handcuffed wrist, threw her over his shoulder and groped her genitalia as she cried for help. PO Tello was present at the scene but ignored PO Floydfulmore's conduct. The second Plaintiff arrived at the park in an Uber and witnessed his sister and other relatives being violently arrested. When he inquired as to the reasons, he was shoved by three police officers, one of whom grabbed his shirt and pushed him to the ground so violently that his shirt ripped off his body, and the chain around his neck broke. He was then handcuffed and thrown into the police vehicle with such force that his head banged against the door frame. \n\nUpon arrival to Police Service Area 3, the first Plaintiff reported her assault to NYPD Captain Raymond Kwong, who audibly laughed at her. Defendant police officers provided the DA's Office with false and misleading information that Plaintiffs had committed crimes. Nevertheless, on or about July 23, 2023, Plaintiffs were arraigned in the criminal court and thereafter released on their own recognizance. Plaintiffs sought medical treatment for their injuries, including a rib contusion and nerve damage in the wrists. Plaintiff was taken to the Precinct and subsequently released with two summonses, one of which was dismissed as legally insufficient. Regarding the other, the NYPD failed to file a legally acceptable accusatory instrument. \n\nOn March 10, 2023, Plaintiff 2, a minor, heard gunshots and ran into Plaintiff 1's residence, where Plaintiff 1, Plaintiff 3,  and Plaintiff 1's minor cousin, Plaintiff 4, were at home. Some time after, POs Francis, Alexandru, Kwong, and Does 2-10 arrived in the hallway outside. PO Francis pointed his gun at the door, and the POs demanded Plaintiffs open the door. Shortly after, an NYPD Emergency Services Unit (\"ESU\") arrived carrying shields and rifles and wearing body armor. The ESU team threatened to break down the door. Fearing for the lives of his family, Plaintiff 1 opened the door. The POs handcuffed Plaintiff 1, then searched the residence, despite no warrant and no exigent circumstances validating the search. Plaintiffs 1, 2, and 4 were arrested and taken to the Precinct despite having committed no crime. At the time of his arrest, Plaintiff 1 was shirtless and in athletic shorts, and it was 40 degrees outside, but the POs refused to allow him to put on additional clothing.
