Plaintiff was brought to a holding cell at the precinct and arraigned three days later for charges of 220.16(1) Criminal possession of a controlled substance in the third degree and 220.50(2) Criminally using drug paraphernalia in the second degree. Plaintiff was unable to post bail and was transported to Rikers Island, where she remained for another two days.
