Plaintiff Hall was subjected to a search and then falsely arrested and handcuffed. After transportation to the precinct, he was photographed, fingerprinted, and put into a cell for holding. With no evidence or suspicion, the police officers falsely accused Plaintiff Hall of unlawful possession of a skimmer device in the second degree. He was in holding for 28 hours. The Manhattan District Attorney’s Office declined to prosecute on July 3rd.
