While plaintiffs were awaiting arraignment, defendant officers met with prosecutors and falsely stated to the prosecutors, among other things, that plaintiffs were in possession of drug paraphernalia and/or sold drug paraphernalia. Prosecutors declined to prosecute Shamarlon.
