Plaintiff was then brought to the 161st Station Transit Division Headquarters for booking, where he was searched, photographed, and fingerprinted by NYPD Transit Officer Frias Railyng. Plaintiff was informed at the Transit Police station that he would be charged with disorderly conduct before being held in a holding cell for four hours, then handcuffed, shackled, and brought to 100 Center Street Criminal Court in Manhattan.
