Officers noted there were two different versions to complainant's story, and complainant did not mention sexual assault or sexual trafficking to officers at this time. \n\nOn June 14, 2021, Defendant Detective Vashanti Price prepared a felony complaint against Plaintiff based on complainant's allegations, but there was no charges of rape, prostitution, or sexual trafficking lodged against Plaintiff. \n\nOn June 15, 2021, the complainant spoke with Defendant Officer Judith Moreno and alleged that Plaintiff had forced her to engage in sexual relations with him and forced her to engage in prostitution on multiple occasions throughout the month of June 2021. There were also inconsistencies in complainant's allegations. Complainant has a history of making allegations of sexual assault, rape, abuse, and prostitution that were proven to be false or unsubstantiated throughout prior years. Defendant Moreno was part of a team that investigated complainant's prior false complaint. \n\nOn June 22, 2021, a felony complaint was filed against Plaintiff for numerous sex crimes. Plaintiff was unable to make bail and was incarcerated. Defendant Moreno testified before the grand jury but was unable to disclose material facts. \n\nOn or about July 2, 2021, complainant admitted she had fabricated the allegations against Plaintiff. Defendant Moreno failed to file paperwork documenting complainant's admittance and did not notify the prosecutor.
