COTTIGNIES, dragged Plaintiff to a police vehicle while Plaintiff was shoeless. Plaintiff ROSACOUVERTIER had to defend against false charges until the criminal matter was terminated in favor of Plaintiff on September 15, 2023\n\nAlso on August 18, 2023, in the Bronx, without just cause or provocation, Defendants, including P.O. GARCIA and P.O. COTTIGNIES approached Plaintiff CHANTEL COUVERTIER, banged Plaintiff's head against the building's intercom system, handcuffed Plaintiff and carried Plaintiff to a police vehicle. POs asked Plaintiff for identification and when Plaintiff asked why POs falsely arrested Plaintiff. Specifically, POs grabbed Plaintiff, slammed him against a vehicle, and placed excessively-tight handcuffs on Plaintiff. Plaintiff was taken to the 44th Precinct and wrongfully searched. POs kept Plaintiff detained for several hours before his release and provided false police reports to justify his detention.
