Also on the train were several NYPD Officers - Officer Jose Acevedo and four unidentified officers.  Defendants confronted Plaintiff about his music and ordered him to depart the train, which Plaintiff did. Defendants then issued Plaintiff a summons and took his portable speaker.  Plaintiff Rivera called 911 to report the theft of his speaker by the 5 NYPD Officers, stating that he wished to file a police report against the officers. Plaintiff Rivera was transferred to IAB.  The 5 NYPD Officers, who were present while Rivera was calling IAB, ended Rivera's call and arrested him for allegedly making a false report.  Plaintiff Rivera was taken to a precinct, where he was detained for four hours and released with a desk appearance ticket, which was issued without probable cause by Officer Acevedo, who was supervised by Defendant Vasili Ignatov.  Defendant Acevedo went on to swear in criminal court that Rivera falsely reported an incident in the third degree, and this false information was relayed to the DA's Office and used in their prosecution.  While the criminal charge against Plaintiff Rivera was pending, he had to return to court on at least four occasions before the case was dismissed and sealed in December 2018.  The case was only dismissed after the DA's office received the recording of the 911 call that proved that Plaintiff Rivera's report was truthful.","documents":[{"url":"https://web.archive.org/web/20240808160552/https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=bKZw9HNDNNCNsIHLjGy9aA==","type":"complaint"}]},{"name":"Williams, Austin vs P.O. Plaintiff owns the home at this address. The plaintiff lives in the basement and rents the upper floors. Plaintiff received a phone call from his tenant explaining that police officers had gone through a closed gate and entered the backyard. As plaintiff approached his property the officers, Stan Nova, Vasily Ignatov and other unnamed officers were in the front of his house. Plaintiff explained he was the landlord of the property and wished to enter. The officers told the plaintiff he was not allowed to enter, when he asked why the officers told him to \"shut up\". The plaintiff then asked why he wasn't allowed to speak and one of the defendant officers told the plaintiff that if he spoke he would be arrested. When the plaintiff asked again why, he was placed in handcuffs, put in a police vehicle and taken to the precinct. At the precinct Officer Nova and Ignatov falsely informed employees of the Kings County District Attorney's Office that they has observed the plaintiff committing crimes/ offenses. After spending approximately twenty-four (24) hours in custody plaintiff was arraigned and released. All charges against plaintiff were ultimately dismissed.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.354268/gov.uscourts.nyed.354268.8.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/13139057/louisy-v-city-of-new-york/"}],"id":"4UVH","url":"https://www.50-a.org/officer/4UVH"}
