One of the plaintiffs started to record the incident on their phone, and a Defendant officer approached the Plaintiff and pushed them onto the sidewalk. Plaintiff continued to record on their cellphone and was pushed a second time, causing them to fall to the floor. Multiple Defendant officers got on top of the plaintiff and restrained them with handcuffs and searched them before placing them under arrest. The other Plaintiff was also arrested at that time and restrained with handcuffs and subjected to a search. Neither Plaintiff committed a crime or violated the law in any way. Plaintiffs were transported to the precinct where they were searched and their belongings were taken. After 3 hours in custody the Defendant Officers removed the tight handcuffs. Defendant Officers falsely stated to the District Attorney that the plaintiffs were guilty of Obstructing Governmental Administration. After 30 hours in custody, Plaintiffs were released, but some of their property, including cash and jewelry, was never returned to them. The charges were dismissed on October 22,2020.","documents":[{"url":"https://web.archive.org/web/20240618204211/https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=oQ/hmDwUoQRLdK3HU_PLUS_ZuFg==","type":"complaint"}]}],"discipline":[{"disposition_date":"2021-06-15","case_no":"2021-23433","penalty":"Vacation days (20 days)","charges":[{"desc":"Failed to safeguard a prisoner while on duty.","disposition":"Guilty"}]}],"documents":[{"url":"https://www.documentcloud.org/documents/21029862-vidal-8a535f79b1f59c0358b6f731b3200b2f1968fc95","type":"brady-giglio"},{"url":"https://www.documentcloud.org/documents/21058904-vidal-966390-giglio","type":"brady-giglio"}],"image":"https://www.50-a.org/images/officer/4VH7-joel-vidal.jpg","payroll":{"salary":"109352","regular":"108510","overtime":"23292","other":"20951","total":"152753"},"id":"4VH7","url":"https://www.50-a.org/officer/4VH7"}
