Plaintiff Petree was chased down the street and thrown to the ground. Her bike was taken and thrown over a fence by PO John Doe. PO Fnu Moses issued a summons for her. Plaintiffs Washam, Bettencourt, and Petree were all handcuffed with excessive tightness. Detective McCafrey and Sgt Caffrey were informed of Bettencourt's excessively tight handcuffs and ignored them.
