Plaintiff asked the officers about the condition of his friends. One officer asked plaintiff, “Do you have something to say?\" Plaintiff responded that he did not, and turned to walk away. One of the police officers pushed plaintiff. Plaintiff cried out in pain, and told the officers, including defendant police officer Thurman J. Ransom, that they hurt his arm, which had previously been broken.\nOne of the officers said, “We don’t care about your arm” and twisted plaintiff’s arm roughly behind his back and put his hands info handcuffs. One of the defendant officers punched plaintiff in the back. Despite the fact that they had no probable cause to believe that plaintiff had committed any crimes or offenses, the officers placed plaintiff under arrest. Plaintiff asked the officers to loosen his handcuffs, but they ignored his pleas, and instead, punched him in his back. Plaintiff was eventually transported to the police precinct. At the precinct, the officers, including defendant Ransom, falsely informed employees of the Kings County District Attorney’s Office that they had observed plaintiff obstruct governmental administration. At no point did the officers observe plaintiff commit any crimes of offenses. From the precinct, plaintiff was transported to Brooklyn Central Booking. Plaintiff was arraigned in Kings County Criminal Court. The criminal charges against plaintiff were subsequently adjourned in contemplation of dismissal.
