Plaintiff asked Maldonado why she stopped him, but Maldonado refused to explain why she stopped him and searched his pocket. Maldonado ordered Plaintiff to provide her with ID. Plaintiff handed Maldonado his driver's license. Defendant Officers detained Plaintiff for thirty minutes, while Maldonado questioned Plaintiff. Defendants walked to their car and drove away, without issuing Plaintiff a summons. Some Defendants observed Maldonado violate plaintiff's constitutional rights, but made no attempt to stop the violations. Plaintiff filed a complaint with the CCRB against Maldonado, Williams, and Castro.
