PO Monge approached Plaintiff from the driver's side, asking for his license and registration. Plaintiff inquired as to why he was pulled over, and the POs replied that they would \"tell [him] in a little while.\" When Plaintiff calmly and politely stated that he had the right to know, the POs threatened to pull him out of the car. Plaintiff presented his license and registration to the officers, again asking why he was stopped. In response, POs Monge and Burns opened the doors of his car, as if preparing to pull him out of it. To avoid violence, Plaintiff assured the officers that he did not want any problems, and begged them to just take his documentation. \n\nThe three POs conferred, and then PO Deleon ordered Plaintiff to exit his vehicle. When Plaintiff asked for an explanation, PO Deleon yelled to \"get the fuck out of [his] vehicle,\" yanking him out of his car. Plaintiff got tangled in his fastened seatbelt, then the POs slammed him against the side of the car, handcuffing him behind his back. They searched Plaintiff, finding nothing illegal or suspicious. They told Plaintiff that he was arrested for failure to give ID, a fabricated charge. The POs proceeded to illegally search his car. Handcuffed inside the police van, Plaintiff again inquired as to why he was arrested, to which the POs threatened to fight him outside if he didn't shut up. The excessively tight handcuffs aggravated Plaintiff's preexisting injury, but in response to his complaints, PO Deleon only tightened the handcuffs. The POs took plaintiff to Precinct and then Central Booking, where he spent nearly 16 hours in custody.
