PO Rodelli falsely alleged in the criminal court complaint, among other things, that Plaintiff “walk[ed] down a public highway against vehicular traffic” and that Plaintiff physically resisted arrest. Even though he was pinned down by three officers, Officer Rodelli began punching plaintiff on the side and back of his body.  Officer Weik then tased plaintiff, while he was held face down on the ground, at least three times.
