The loud music was so disruptive plaintiff called 311 multiple times to complain. When her complaints were ignored plaintiff left her apartment and went to the bar to express her displeasure with the blaring music. When the bar refused to lower the music, plaintiff continued to complain and the bar called the police. When police arrived they refused to have the bar lower the music and arrested plaintiff when she continued to complain. Police pushed plaintiff out of the bar causing her to bang into a mailbox. Plaintiff was tightly handcuffed. Plaintiff was strapped to a gurney and placed in an ambulance and took her to Bellevue Hospital where she remained for approximately 13 hours before she was allowed to leave.
