Though Cisse had told Plaintiff the fare for travel would be $12, Cisse insisted on a $15 fare upon reaching the destination. After paying Cisse $12, Plaintiff instructed her friend who was with her, to exit the vehicle in order to obtain an addition $3. Upon Plaintiff’s friend exiting the vehicle, Cisse purposely confined Plaintiff by refusing to allow her to exit the vehicle and placed the vehicle in motion. Cisse then insisted that Plaintiff do an indecent act in exchange for the excessive fare. Plaintiff insisted that they travel to the precinct, which Cisse only agreed to after Plaintiff placed calls to 911. Cisse was paid and did accept the addition $3. \n\nPlaintiff was approached by a P.O., a supervisor of P.O. Katherine Capote, and told to leave the area. Because the supervising P.O. had neglected to accept her claim against Losseny Cisse, Plaintiff wanted to obtain the name of the supervisor for purposes of lodging a complaint. In retaliation, the supervising P.O. instructed P.O. Katherine Capote to arrest Plaintiff. P.O. Katherine Capote falsely asserted that Plaintiff had committed a crime, despite knowing she had not. Plaintiff was arrested, detained, imprisoned, and searched.
