When released, Plaintiff had to walk home for 2 miles with no money, not wearing anything but a jacket, in extremely cold temperature. The officers lacked factual basis to accuse plaintiff of stealing a package from a neighbor, and the neighbor never accused Plaintiff of stealing his package.
