P-J) was a student and attending Millwood High School. Plaintiff became physically ill at school and was granted permission by the school and her mother (plaintiff Danielle Pacific) to leave the school and go home. While plaintiff was walking from school to her home, she was stopped and questioned by Officers Chanel Grenade and Goldy Felix without any justification. The officers ignored plaintiff's explanations and those of her mother (who was in contact with plaintiff via cell phone) and forcibly seized plaintiff and placed her in handcuffs. Officers pulled plaintiff's hair and kept her confined in a police vehicle and later at the precinct. Officers kept plaintiff handcuffed to a pole at the precinct for about 7 hours and refused to loosen or remove the handcuffs. Plaintiff Pacific arrived at the precinct and did not receive satisfactory responses to her inquiries about her daughter's detention. Officers Gary Marchand and Carlo Chu were sergeants at the precinct and allowed the processing of plaintiff's arrest to be delayed so that she was held in custody in adult jail for about 10 hours. The officers made false statements and initiated a prosecution against plaintiff that required her to appear in Family Court.
