Plaintiff was legally driving in the area when Officers Lebron, Inoa, Delossantos, and others illegally stopped, approached, and questioned the plaintiff in his motor vehicle. The defendant officers stopped and questioned the plaintiff without any legal justification, and falsely accused him of Obstructing Governmental Administration, Disorderly Conduct and for No or Insufficient Tail Lamps. The officers illegally searched the plaintiff by rifling through his pockets and patting him down all over his body. Defendants Lebron, Inoa, and Delossantos forcibly grabbed the plaintiff and violently contorted his arms behind his back so they could apply metal handcuffs. Plaintiff repeatedly requested for the handcuffs, which were excessively tight, to be loosened. The officers ignored his requests, which resulted in bruising, swelling, and loss of feeling in the plaintiff's wrists and hands. Plaintiff was taken to the precinct and invasively strip searched. Officer Moses Lebron signed the arrest report, in which he knowingly affirmed the truth of fabricated allegations against the plaintiff. All charges against the plaintiff were ultimately dismissed on June 7, 2019. Officers Lebron, Inoa, and Delossantos arrested and caused a criminal prosecution to be initiated against the plaintiff because of their desire to use the arrest and prosecution to incur addition overtime compensation, benefits and favors from superior officers, to avoid consequences associated with failing to meet NYPD departmental arrest quotas, and to conceal their egregious violation of proper police procedure, and fabrications of non-existent evidence.
