POs falsely informed the DA's office that they observed Plaintiff commit reckless endangerment, obstructing governmental administration, and resisting arrest. After 24 hours in custody, Plaintiff was released. The criminal charges were adjourned in contemplation of dismissal. \n\nOn November 21, 2012, PO Lai issued Plaintiff a summons, falsely accusing him of littering. This charge was also adjourned in contemplation of dismissal. \n\nOn December 14, 2012, Plaintiff was lawfully parked in his vehicle. PO Lai and others approached and ordered Plaintiff out of his car. Plaintiff complied and PO Lai and others violently assaulted Plaintiff, pulling his dreadlocks and punching him. They handcuffed Plaintiff and took him to a precinct. They falsely informed the DA's office they had observed Plaintiff commit criminal impersonation, obstructing governmental administration, and resisting arrest. After 24 hours in custody, Plaintiff was released.
