Chynna Pitlock, observing that the officers were preparing the mace the girl, began to protest, citing the individual's history and medical/psychological issues. The defendant officers then grabbed Ms. Pitlock and placed her in handcuffs. As this all occurred, Ms. Rasin was attempting to calm and restrain another of the juvenile residents. When Ms. Rasin sa that Ms. Pitlock was handcuffed she asked the officers why and attempted to calm the situation down. The defendant officer then grabbed Ms. Rasin and handcuffed her arms tightly behind her back. Both Ms. Pitlock and Ms. Rasin were held in custody for approximately 20 hours. Ms. Rasin was charged with Obstructing Governmental Administration and Resisting Arrest.
