POs constructed a false narrative in which they claimed Plaintiff committed drug offenses, which fits an established pattern of PO misconduct. POs then took Plaintiff to a precinct, where he was given an invasive cavity inspection before continuing on Central Booking. PO Ruggieri signed a fabricated criminal complaint against Plaintiff to initiate a malicious prosecution. All charges were dismissed in Plaintiff's favor on November 22, 2019. \n\nOn May 24, 2019 Plaintiff was in the area of the 46th Precinct to retrieve his warrants when POs, including John or Jane Doe 1-10, illegally approached and began to ask Plaintiff about criminal activity despite lack of reasonable suspicion. POs John or Jane Doe then conducted an illegal search of Plaintiff in plain view of bystanders. Plaintiff was then forcibly grabbed and his arms were violently contorted behind his back so metal handcuffs could be applied. The handcuffs caused significant pain and were not loosened despite Plaintiff's requests. The POs took Plaintiff to the 46th Precinct and processed him, including a cavity inspection, before transporting him to central booking.
