The officers in question were Gerard Delprete, John Ryan, Michelle Ortiz, Megan Carroll, Arthur Truscelli, Nicholas Velez, John Brooks, and David Luppino. Officer Delprete approached Plaintiff Esposito and handcuffed her left wrist. Officer Ryan then unfastened Plaintiff's pants and reached inside, touching her genitals and thigh areas. Defendant Ryan then handcuffed her right wrist. Defendant Ryan squeezed the handcuff to the point of extreme tightness and said something along the lines of \"I'm going to break both your fucking hands and wrists.\" The officers did not loosen plaintiff's handcuffs, leaving them in an extremely tight state for an extended period of time. Because the officers didn't loosen the handcuffs, plaintiff suffered injuries requiring ongoing medical treatment. \n\nWhile Plaintiff was handcuffed, Defendant Ortiz approached and pulled down Plaintiff's pants, searched her, and pulled her pants back up. Defendant Carrol assisted Defendant Ortiz with this search. Defendants Brooks and Luppino were present for all of this but failed to intervene. Plaintiff was imprisoned based on false allegations in materials prepared by officer Delprete, who conspired with the other named officers. All drug charges against Plaintiff were eventually dismissed.","documents":[{"url":"https://www.documentcloud.org/documents/4920406-Eposito-v-City-of-New-York-et-al"},{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.365223/gov.uscourts.nyed.365223.16.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/4556651/eposito-v-city-of-new-york/"},{"name":"Minnis, Tyrone, Sr. vs City of New York, et al.","start_date":"2015-01-06","disposition_date":"2015-12-14","payout_amount":10001,"disposition":"Settlement","docket":"14CV07589","court":"U.S. District Court - Eastern District NY","officer_name":"Velez, Nicholas","summary":"On June 26, 2013, Plaintiff received a call from his daughter informing him that NYPD officers were raiding her mother's home. Plaintiff drove to her house, and as he approached, one of the Defendant officers grabbed Plaintiff's arm, pulled him into the house, and handcuffed him. The Defendant officers began interrogating Plaintiff about drugs and guns, to which Plaintiff protested that he did not live in this residence and knew nothing about any drugs or guns. Defendants then placed Plaintiff in an NYPD vehicle and transported him to the 120th Precinct. Defendant PO Andrew Fago created false allegations to charge Plaintiff with Possession of a Controlled Substance and Marijuana. Plaintiff was released at arraignment on his own recognizance.
