The officers including Melo, Mockel, and Stynes, had falsely accused Plaintiff a few days prior without reasonable suspicion or probable cause when they were investigating a potential criminal offense that occurred in the vicinity of Plaintiff's residence. The officers had never observed and were never informed that Plaintiff commit any crime. Once in Plaintiff's residence, the officers, then violently grabbed Plaintiff to search his person. Although the officers' search yielded no contraband or any evidence indicating Plaintiff had committed a criminal offense, including criminal possession of a firearm, they violently put Plaintiff's arm behind his back and applied excessively tight handcuffs to Plaintiff's wrists. \n\nPlaintiff was taken to the 47th Precinct where he was searched again, interrogated without presence of counsel, and detained. Plaintiff was then transported to and detained at Central Booking. The officers, including Melo, Mockel, and Stynes fabricated evidence to the DA's office and initiated a malicious prosecution against the Plaintiff, during which the officers withheld video surveillance recordings, witness statements, and other evidence. Due to the false charges, Plaintiff was arraigned and taken to Rikers Island Correctional Facility where he was detained for approximately 13 months.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=b96Z7t6wfe73GlXvfHsGzQ==","type":"complaint"}]},{"name":"Grant, Marcel vs City of Ny, et al.","start_date":"2023-03-30","disposition_date":"2023-01-10","payout_amount":0,"disposition":"Administrative Closing","docket":"805067/2023E","court":"Supreme Court - Bronx","summary":"On January 25, 2022, Plaintiff was in the vicinity of 1310 Beach St. in the Bronx, when Defendant Officers, including Officers Mockel and Novak, without probable cause or legal justification, stopped, searched, and grabbed Plaintiff, and detained and arrested him in an aggressive and excessive manner. At the said date, the plaintiff was aggressively approached by numerous NYPD officers who extended their outstretched arms in a threatening and intimidating manner. Defendants then grabbed the plaintiffs by their bodies and limbs and contorted their arms aggressively behind their backs. Excessively tight handcuffs were applied despite pleas by the plaintiffs to loosen them. The plaintiffs were also subjected to illegal strip-searches and cavity inspections of their persons.
