Plaintiff thereafter went into the store and observed Defendant traffic enforcement agent (TEA) Echevarria approach her car. Plaintiff then left the store, approached Defendant Echevarria and informed him that the meter was broken, to which Echevarria told Plaintiff that she should not park her car there. Defendant TEA Concepcion then arrived on scene and informed Plaintiff that she was going to call the police and have Plaintiff arrested, to which Plaintiff responded that she herself was going to call the police to report Defendants’ behavior. Shortly thereafter, police officers from the 47th precinct arrived on the scene, including Defendant officer Kenny. Defendant Kenny informed plaintiff that he planned to let her go without a ticket because there appeared to be a misunderstanding. Plaintiff then informed Defendant Kenny and all other named and John Doe defendants that TEA was wrong and that she already called “IAB” before the officers arrived. After a few minutes of conversation among the Defendants, Plaintiff was arrested on the charge of “obstruction,” which was then changed to “harassment” for allegedly pushing a TEA officer. Plaintiff was then handcuffed behind her back even though she informed the officers that she shouldn’t be on account of her pregnancy. Plaintiff was then brought to the 47th precinct where she was processed and once again forcibly handcuffed behind her back, causing her pain. Plaintiff was released at approximately 10:00am the following morning. On June 21, 2013, Plaintiff accepted an adjournment in contemplation of dismissal.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nysd.414512/gov.uscourts.nysd.414512.13.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/13142870/green-v-the-city-of-new-york/"},{"officer_name":"Kenny, Kevin","disposition":"Zero Disposition","start_date":"2011-09-01","disposition_date":"2013-05-10","court":"U.S. District Court - Southern District NY","docket":"11CV06111","name":"Ampratwum, Tashena et Al vs City of New York, et al.","payout_amount":0,"url":"https://www.courtlistener.com/docket/5341042/ampratwum-v-city-of-new-york/"}],"discipline":[{"disposition_date":"2022-09-17","case_no":"2022-25674","recommendation":"Command Discipline - A","allegations":[{"desc":"Violated patrol rules."}]}],"documents":[{"url":"https://www.documentcloud.org/documents/22085211-seh_921461","type":"employment-history"}],"image":"https://www.50-a.org/images/officer/72B3-kevin-kenny.jpg","id":"72B3","url":"https://www.50-a.org/officer/72B3"}
