Horace was forcibly stopped and seized by the Salazar, Meija, and other unnamed officers. The officers had no probable cause or a warrant to arrest Horace. Horace was subsequently detained for about a week. The officers then intentionally, spitefully, and maliciously prosecuted Horace knowing that Horace did not commit the accused crime and even made false statements and withheld material evidence. The officers, despite being the position to intervene, did not stop each others' misconduct. All charges against Horace was subsequently dismissed.
