NYPD failed to conduct a basic criminal investigation. Plaintiff was incarcerated at Rikers Island for three years awaiting trial due to the ADAs' needless adjourning of his trial. While at Rikers Island, plaintiff was subjected to sexual and physical abuse by corrections officers.
