The car was parked with its engine off facing north on Jamaica Ave. Suddenly, 2 unmarked vehicles heading the opposite direction of the traffic dangerously sped across 2 lanes of the southbound traffic, and 2 additional lanes of northbound traffic before slamming on the brakes very close to the Plaintiff's vehicle. This terrifies Plaintiff and his companion. Defendants, who were all in plain clothes, jumped out of the unmarked vehicles with firearms drawn and aimed at Plaintiff and the companion's heads, while screaming hysterically at them to open the car doors. The unmarked vehicles did not display any police sirens or lights, or identify themselves as police. Plaintiff thought it was an armed robbery. Once the car doors were opened, Plaintiff was ripped from his seat and thrown back onto the vehicle, face first. His arms were pulled behind him and handcuffed while Defendants unlawfully searched his body and belongings. Guns remained on Plaintiff's head the entire time. Plaintiff was unarmed and did not resisted. A Defendant muttered that the aggression was due to the car not being insured. Defendant Persaud claimed he recovered a plastic bag of glassine envelopes from Plaintiff's pocket. Later on, Defendant Bourne swore that the stopping was because the car was parked in a 'No Standing Zone'.
