When Defendants Police Officers Arhenis Lopezestevez, Philip Robinson, Jose Figueiredo, Timothy Howell, and Ramon Salcedo arrived, they saw Plaintiff bleeding, his lacerated hand, head, and body. Plaintiff explained to the Defendant Officers how he had been attacked and slashed in his apartment by his landlord's two sons. \n\nBased on the landlord's false story and without asking basic questions, without gathering information from neighbors, without looking at footage from security videos, or without investigating the scene of the attack, the defendant officers decided to arrest Plaintiff and his pregnant girlfriend for assaulting the Landlord and her son. When Plaintiff complained how it wasn't right that his attackers could get him arrested by making false accusations, PO Lopezestevez stated, \"Our job is to arrest you and let the courts figure it out.\"After approximately forty eight hours in custody, Plaintiff was arraigned. All charges against Plaintiff were dismissed on October 6, 2021.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nysd.620851/gov.uscourts.nysd.620851.1.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/68501815/viloria-v-city-of-new-york/"},{"name":"Ramos, Ashly vs City of Ny, et al.","start_date":"2022-07-12","disposition_date":"2023-10-16","payout_amount":15000,"disposition":"Settlement","docket":"22CV05866","court":"U.S. District Court - Southern District NY","summary":"On June 18, 2021, the Plaintiff (who was also pregnant during this incident) and her boyfriend were sleeping in their rented room in Manhattan. The Landowner had been wanting the two to move out, so she sent her two sons to attack the Plaintiff and boyfriend. The Plaintiff managed to escape the apartment and call 911, to which PO Lopezestevez, PO Robinson, and Lt. Figueiredo arrived. Upon arriving, the Landowner falsely claimed that it was the Plaintiff and her boyfriend that had attacked them. Despite there being witnesses and knowing that the Landowner was lying, the Defendants arrested the Plaintiff and her boyfriend without proper investigations and on the basis of the accusations. The Defendants also arrested the Landowner and one of her sons (the other had escaped), and transported them to the precinct. There, they allowed the Landowner to change into a comfortable outfit, but denied the same for the Plaintiff, who was cold and pregnant. The Plaintiff's requests were continuously ignored by the officers, who let her cry, shiver, and vomit in her jail cell. The Defendants did not even allow here to go the hospital or call her parents. She was held in a cell for 21 hours, only having an orange for that entire duration.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nysd.582869/gov.uscourts.nysd.582869.12.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/63581575/ramos-v-city-of-new-york/"}],"discipline":[{"disposition_date":"2023-02-10","case_no":"2022-27387","penalty":"A - Command Discipline","recommendation":"Command Discipline - A","allegations":[{"desc":"Violated patrol rules."}]}],"documents":[{"url":"https://www.documentcloud.org/documents/22086138-seh_961181","type":"employment-history"}],"image":"https://www.50-a.org/images/officer/7JXK-philip-robinson.jpg","payroll":{"salary":"109352","regular":"108510","overtime":"31953","other":"23759","total":"164222"},"email":"philip.robinson@nypd.org","id":"7JXK","url":"https://www.50-a.org/officer/7JXK"}
