On or about November 13, 2022, Plaintiff went to the precinct and requested the release of his motor vehicle. At the precinct, an unnamed officer informed Plaintiff that the Police Department seized the vehicle by deeming it a \"stolen vehicle\" and refused to release the vehicle back to Plaintiff unless Plaintiff tell the individual who was operating Plaintiff's car to turn themselves in. Plaintiff then retained counsel. Through his counsel, Plaintiff made two written demands for the release of his vehicle directly to Inspector Keiyon S. Ramsey, the Commanding Officer of the precinct. Both demands were ignored by the officers, including but not limited to Inspector Ramsey.
