Plaintiffs were confused by this request, and remained on the platform, asking for more information. The officers grabbed Perkins and began to forcibly drag him off the platform. As Hanigan followed the officers who were dragging Perkins, one of the officers pushed her down the stairs, causing her to sustain injuries and lose consciousness. She awoke handcuffed inside of an ambulance. The officers also handcuffed Perkins and smashed his head into a wall. The officers never told plaintiffs why they were being arrested. At no point were the plaintiffs engaged in illegal conduct, nor did they resist arrest. No contraband, drugs, or guns were recovered from plaintiffs.\n\nPlaintiff Perkins was transported to the hospital to be treated, then to the 78th Precinct, then to Central Booking. Defendants falsely accused Perkins of obstructing governmental administration and forwarded information to prosecutors that resulted in plaintiff having a criminal complaint issued against him. After 24 hours in custody, Perkins was arraigned and released. On May 28, 2020, the charges against Perkins were dismissed and sealed.
