Powell left the interrogation room, returned with a photo of Plaintiff with a signature on it, and falsely and maliciously stated that Plaintiff was positively identified. Plaintiff was placed under arrest and taken to Brooklyn Central Booking, after which he was arraigned and charged with crimes he did not commit.
