They did not turn on their lights/sirens, activate their body cameras, or inform the dispatcher that they were following Plaintiff. They deactivated their vehicle's AVL and DASLITE history to keep their pursuit hidden. They used their vehicle to cause Plaintiff's vehicle to crash, and sped away until a civilian flagged them and told them of the accident. They returned to the crash and did not assist Plaintiff or his companions in the vehicle, so civilians rendered aid and called 911. Plaintiff has numerous permanent medical injuries as a result of the crash and being unaided by the officers. Plaintiff filed a complaint, and was then arrested for several crimes and offenses he could not have committed by Det Genin in retaliation. Det Genin and Det Horn had exculpatory evidence demonstrating such but concealed it, and ommitted evidence of Brillante/Barry's pursuit.
