After providing his license and registration, Purcell-Holmes was instructed to exit the vehicle and was frisked by officers without being given a reason or explanation. Despite no evidence of weapons or contraband, Officer Senat claimed that Purcell-Holmes had swerved and obstructed his view. His vehicle was then searched by several officers. Purcell-Holmes was subsequently handcuffed and taken to the 47th Precinct, where he was charged with possession of a loaded firearm. He was held at Rikers Island until his bail was posted, and his case remained open for 14 months. During this time, he experienced job loss, emotional stress, and was diagnosed with diabetes.
