Defendant HUNG arrested Plaintiff and placed him in handcuffs. Additional officers, including but not limited to Defendants PEREZ and HERRERA, arrived on the scene. Plaintiff was transported to the 19th Precinct and was placed in a holding cell for approximately 5 hours. Plaintiff was transported to Central Booking, where he was detained for approximately 16 hours. Plaintiff requested medical attention while in custody, but officers dissuaded him from receiving treatment. Defendants had the opportunity to intervene and failed to do so, to prevent violations of Plaintiff’s civil rights.\n\nOn May 17, 2012, Plaintiff appeared before a judge. Plaintiff was charged with Unlawfully Fleeing a Police Officer in a Motor Vehicle in the Third Degree, Aggravated Unlicensed Operation in the Third Degree, Reckless Driving, Use of Mobile Telephone, and Unlicensed Driving. Plaintiff posted bail and was released. As a result of the excessively tight handcuffs, Plaintiff suffered injuries to his left wrist and hand wrist.
